Governance Structure

Aerospace Federation separates institutional governance, executive coordination, technical participation and independent oversight so that responsibility remains visible at every level.

Institutional architecture

An institution with visible responsibilities.

Collective governance, Board oversight and executive coordination are distinct. Technical participation and programme safeguards connect to this structure through their applicable mandates.

Functional relationships—not a substitute for governing documents or programme-specific decision authority.

General Assembly

The collective governance forum.

Reserved and constitutional matters sit within the applicable governing framework, rather than the operational or technical remit of an individual contributor.

Institutional basis

The General Assembly belongs to the Federation’s collective governance architecture. Its responsibilities should be read with the governing framework and the matters reserved to that forum.

This page does not announce voting rules, meeting dates or a new appointment procedure.

Technical participation

Breadth, continuity and focused work.

The three structures contribute in different ways. Their relationship is determined by the subject and remit, not by a blanket command hierarchy.

Councils

Frame the wider issue.

Sectoral and cross-disciplinary dialogue connects communities, shared priorities and advice.

Council framework
Technical Committees

Retain subject continuity.

A defined technical scope provides a continuing home for coordination, review and relevant expertise.

Committee scopes
Expert Working Groups

Carry out the bounded task.

Research, analysis or drafting addresses a particular question, expected output and reporting route.

Programme safeguards

Protect the technical conclusion.

Programme responsibilities follow the applicable rules and safeguards. Assessment, review and an authorized decision remain appropriately separated.

  1. AssessmentExamine the defined activity.

Relevant competence and evidence establish the technical basis within the intended scope.

  2. ReviewExamine the basis and its limits.

Appropriate review considers evidence, independence and the boundaries of the conclusion.

  3. DecisionAct through the authorized route.

A recommendation or contributor’s opinion does not itself create a programme decision.

Operating basis

A clear remit makes a body accountable.

Read the mandate, participation arrangements, reporting and safeguards together.

Mandate & scope
The purpose, responsibilities and limits of a body must be identifiable. A broad institutional title does not create unlimited authority.
Composition & participation
Relevant competence, representation and appointment arrangements should be clear. Membership alone is not an appointment.
Reporting & records
Recommendations, delegated activity and authorized decisions need an appropriate reporting route and a documented basis.
Interests & independence
Declared interests, appropriate recusal and information safeguards protect the integrity of participation and judgement.
