Governance

Clear responsibility across a participatory institution.

Governance defines how authority, accountability, participation and oversight are separated within Aerospace Federation.

Accountable governance

Clear responsibility makes participation credible.

Governance connects collective responsibility, Board oversight, executive coordination and technical participation while preserving the authority assigned to each function.

Councils, Committees and Working Groups.

The distinction is the breadth and purpose of the work—not seniority, prestige or automatic authority.

Councils / frame the wider issue
Bring together sectoral and cross-disciplinary perspectives. A question about workforce, operational change or industrial priorities may connect more than one community.Read Council remits
Technical Committees / retain subject continuity

Working Groups / carry out the bounded task
Research, analyse or draft around a particular question. The task, expected output and reporting route keep the work identifiable.Understand focused work

None of these roles is an automatic consequence of membership. A contribution, recommendation and authorized decision remain separate.

Institutional architecture

Six functions. Defined responsibilities.

Collective governance, oversight, implementation and expertise contribute in different ways. Follow a function to its own institutional context.

A title identifies a role. The applicable mandate identifies its authority.

Decision literacy

Contribution → review → accountable decision.

The route depends on the matter and its mandate. Expand each function to see the distinction; this is not a new mandatory procedure.

  1. 01Frame the matter

Identify the question, the relevant activity and the scope of the outcome sought.

  2. 02Connect perspectives

Relevant participation brings institutional or technical context; participation itself does not carry decision authority.

  3. 03Examine the basis

Competent review addresses evidence, scope, uncertainty and applicable interests.

  4. 04Form a recommendation

A reasoned recommendation informs the body or function with the applicable mandate. It is not itself a decision.

  5. 05Exercise the mandate

An authorized decision function acts within its responsibilities, not merely by virtue of membership or technical involvement.

  6. 06Retain accountability

Records, reporting and proportionate oversight keep the basis and responsibility traceable.
