Requirements and Assessment

Common system requirements and the evidence-based methods used to assess technical competence.

Requirements are applied in proportion to the route and requested scope.

Legal and structural identity

Defined entity, responsibilities, locations and organizational controls.

People and competence

Criteria, authorization, monitoring and records for every relevant technical role.

Methods and resources

Suitable procedures, equipment, facilities, software, references and external providers.

Consistent operation

Controlled records, review, quality assurance, corrective action and improvement.

Impartiality and confidentiality

Identified risks, effective safeguards and responsible handling of information.

Public accountability

Accurate claims, controlled use of status and cooperation with ongoing oversight.

Understand the distinction

A procedure describes intent. Implementation needs evidence.

This reading example explains the listed assessment methods; it does not add a new requirement or sampling rule.

Read the controlled method

Identify its scope, current version, responsible roles and relevant criteria. A procedure alone cannot show that every activity follows it.

Define the activity boundary
Trace a performed activity

Representative records connect the subject, configuration or method, personnel, resources and result. Interviews and witnessing can test how that record relates to actual practice.

Where assessment fits
Consider the validity of the conclusion

Findings should remain tied to applicable criteria and the evaluated activity. Correction, independent review and decision determine what can appear in the public scope.

Public verification

Evidence is tested through more than document review.

Document and record review
Confirms that requirements, responsibilities and evidence are defined and controlled.
Interview and technical discussion
Tests understanding, authority and the reasoning used in technical work.
Observation and witnessing
Examines how a selected activity is performed in practice.
Vertical and horizontal sampling
Follows selected work through the system and compares implementation across relevant activities.
Findings and corrective evidence
Requires the applicant to address causes and demonstrate effective correction before closure.
  • Define the requested route, activities and operating locations
  • Map the applicable methods, criteria and responsibilities
  • Confirm that personnel competence records are current
  • Check equipment, facility and software controls
  • Complete internal review and address known gaps
  • Prepare representative technical records for sampling
