Governance
Decision-Making & Oversight
Participation, technical review, recommendation and institutional decision-making perform different functions within Aerospace Federation.
Decision model
Different questions follow appropriate routes, but responsibility remains identifiable.
Participation, technical review, recommendation and institutional decision-making perform different functions within the Federation. The route reflects the nature of the matter, the applicable mandate and the form of authority required.
Decision literacy
Contribution → review → accountable decision.
The route depends on the matter and its mandate. Expand each function to see the distinction; this is not a new mandatory procedure.
01Frame the matter
Identify the question, the relevant activity and the scope of the outcome sought.
02Connect perspectives
Relevant participation brings institutional or technical context; participation itself does not carry decision authority.
03Examine the basis
Competent review addresses evidence, scope, uncertainty and applicable interests.
04Form a recommendation
A reasoned recommendation informs the body or function with the applicable mandate. It is not itself a decision.
05Exercise the mandate
An authorized decision function acts within its responsibilities, not merely by virtue of membership or technical involvement.
06Retain accountability
Records, reporting and proportionate oversight keep the basis and responsibility traceable.
Governance distinctions
Each contribution carries the authority assigned to its role.
Participation
Membership and technical participation provide defined routes for contribution and exchange.
Technical review
Relevant competence is applied to evidence, scope and the technical question under consideration.
Recommendation
A reasoned outcome may inform the body or function holding the applicable decision responsibility.
Decision
Institutional authority is exercised only through the mandate relevant to that matter.
Delegated authority
Mandates connect responsibility, action and accountability.
Defined responsibilities may be delegated through governing documents, Board-approved mandates, terms of reference, programme rules and technical procedures. The scope of delegation, resulting records and applicable reporting relationship keep authority traceable.
Oversight
Safeguards are proportionate to the activity and its consequences.
